Food Safety
The Environmental Health Division licenses and inspects over 350 food service establishments within Midland County.
The purpose of licensing and inspection is to ensure that food is being safely prepared and served to the public, in order to prevent foodborne illness.
The Centers for Disease Control and Prevention (CDC) estimates that each year:
- 1 out of 6 Americans (or 48 million people) get sick with a foodborne illness
- 128,000 people are hospitalized due to foodborne illness
- 3,000 people die as a result of foodborne illness
Foodborne illnesses and related deaths cost Americans billions of dollars each year due to medical expenses and loss of productivity.
Food Safety is a shared responsibility of the food industry and the government. This shared responsibility is intended to ensure that consumer expectations are met, and that food is:
- Unadulterated
- Prepared in a clean environment
- Honestly presented

Fixed Food Establishment:
A fixed establishment is a facility that is a permanent location. This is an operation where food or drink is prepared for direct consumption through service on the premises or elsewhere, and any other eating or drinking establishment or operation where food is served or provided for the public.

Food Service License Application
Temporary Food Service Establishment:
A temporary food service establishment means a food service establishment, which operates at a fixed location for a temporary period of time not to exceed 14 consecutive days. Temporary food service establishments use a different application then a fixed, mobile, or special transitory food unit food service establishments.
Temporary Food Establishment License Application
Special Transitory Food Unit (STFU) & Mobile Food Service Establishment:
A STFU is a temporary food establishment licensed to operate throughout the state without the 14-day limits or a mobile food establishment that is not required to return to a commissary.
A mobile food service establishment means a food service establishment operating from a vehicle, trailer, or watercraft that returns to a mobile food establishment commissary for servicing and maintenance at least once every 24 hours. The commissary license number must be recorded in the appropriate location on the application for it to be processed.
